Seal baseline

Sealing is enabled only when at least one route exists and every route has an authenticated frozen snapshot.

Register candidate manifest

SPACLY derives the release ref from the candidate’s same-origin /.well-known/spacly.json and binds every route to an exact response-body SHA-256.

Assess routes

Ordinary assessments are owner-only to prevent retry-budget griefing. Attempts are immutable; READY/BLOCKED results lock; INCONCLUSIVE may retry up to three times.

Authorization is available only after the review deadline, with current-generation assessments and no unresolved challenge.
